League Rules






CNFHL RULEBOOK





These are the Canadian National Fantasy Hockey League rules as initially decided by Commissioner Philipe Landry, later altered by Commissioner David Smith. All rules must be followed by each and every General Manager. Failure to do so, may result in the termination of your franchise. Rules can (and likely will) be changed.




General:

  • This league will consist of four divisions, five teams in each.
  • Top eight teams in each conference will make the play-offs.
  • Each team will play approximately 82 games during the course of one season.
  • Each play-off series will be a best of seven.



Lines:

You will be required to make changes to your team's line-up for each game. If you do not send in a new line-up I will refresh your lines using the file you last sent in. These lines will be used until I receive another set of lines or the lines become invalid because of an injury. Then the lines will be AI/Coached. To alter your roster and set your lines you will need the GmEditor. If you have any problems installing or running the GmEditor please contact me.




Games:

Games will be played six days a week (Monday to Friday and Sunday). Game results will likely be posted by either 11:00 EST (8:00 PST) (weekdays) or 23:00 EST (20:00 PST) (weekends). Weekend times may vary depending on my activities. Games simmed while I am out of town may also vary in times of posting.




Facilities & Ticket Prices:

You will be allowed to choose the name of your stadium/arena, though it's seat capacity will start at 16,000. The more seats you have the greater your expenses. You will also choose a ticket price. The best price is usually between $27 and $40. The higher the ticket price, the less fans will attend the games. So choose wisely. Ticket prices can be changed up to 3 times during the season, and is completed at a cost of $500,000 per dollar change. Seating numbers can only be changed at the beginning of the season (within the first 10 days) and will cost $200,000 for every 50 seats added. Changes to either ticket prices or stadium sizes will require a promo to be written. Your stadium when constructed initially only has the capacity to expand by 1,000 seats. In order to go beyond that number of seats, a new stadium will need to be constructed at a cost of $500,000 per 500 seats.




Rosters, Free Agency & Finances:

Starting at the twelfth season and going forward the offseason salary cap is set at $56,000,000 (11th & 10th - $56,000,000, 9th - $54,000,000), the inseason salary cap (beginning Day 20) will be $58,000,000. At no time may a team exceed the salary cap, failure to do so will result in a $100,000/day penalty. At the end of the season you will sign the players you choose, to a contract for one to three years.

Should a team suffer an indefinite injury to a player during the course of the season, they may file with the league for salary cap relief. Granting of the relief will be at the sole discretion of the league. The team will be responsible for getting under the salary cap again once the injured player has healed. Relief will only been in the form of the salary cap, the team will still be responsible for paying the full value of the injured players salary.

Dealing with free agency will be a requirement at the end of each season.

  • Players under the age of 30 will become restricted free agents (RFA) at the end of their current contract. When re-signed, they will have their salary determined through a computation set out below:
    Salaries in the CNFHL will be determined by a players position, age and OV. A player will now determine their salary by taking their OV (and if they are a defenceman or goaltender multiplying it by a factor) and finding the closest OV without from a table [below] of salaries. That salary is then multiplied by a factor based on a players age [table again is below]. The minimum salary will be $300,000 and the maximum will remain at $5,000,000.

    Examples:
    Forward

      Chris Kirkwood of the Lions is a 27 year old, 78 OV RW.  His previous salary was $1,032,735. His new salary will be 
      $1,500,000 (from the OV Salary Table) * 1.3 (from Age Multiplier Table) = $1,950,000. 
    

    Goaltender

      Eric Boheimer of the Whalers is a 23 year old, 81 OV G. His previous salary was $1,158,000. His new salary will be
      $2,750,000 * 1.1 = $3,025,000.
    
  • If a team chooses not to re-sign a player in the under-30 age category, the player will then become an unrestricted free agent.
  • Players 30+ will become un-restricted free agents (UFA). They will be signed by the highest bidder.
    When players go into free agency they will hold out for a minimum deal (or the league minimum, which ever is greater). This minimum will decrease as rounds go on, at this moment we will stick with two rounds (and then move on to normal unassigned player bidding during the season). In the first round the free agents will not accept a bid lower than 80% of the amount computed for their situation above (Position OV Salary * Age Multiplier), in the second round if they are still available they will drop their demands to be no less than 50% of their computed amount. In regular season unassigned player bidding we will drop the miminum amount to 30% of the computed amount up until the salary cap increases at the 20th day of the season. Once the salary cap has increased, players will bounce back to demanding 80% of their minimum salary. Most players who spend the full year on the unassigned list will retire at the end of the season.
    An example:

    Forward
      Shane McGregor of the Trojans is a 32 year old, 95 OV C.  He will become a free agent this year and in
      the first round of bidding will not accept a contract less than $4,000,000 * 1.2 * 80% = $3,840,000.
      Should he make it to a second round of bidding (and there is almost no chance he ever would) he would
      accept a contract no less $2,400,000, and if he makes it into the season he would accept no less
      than $1,440,000. 
    
  • Bonuses for player performance (as outlined below) will be given to teams as cash awards like those based on teams standing.
    • Top 10 point-getters in the minors receive an extra $150,000.
    • Top 5 goaltenders in the minors (GAA) receive an extra $150,000.
    • Top 5 goal scorers and assist leaders receive an extra $250,000.
    • Goal scorers and assist leaaders 6-10 receive an extra $200,000.
    • Top 5 rookies recieve an extra $100,000.
    • Top 5 +/- leaders receive an extra $100,000.
    • Top 5 star leaders receive an extra $150,000.
    • Top 5 goaltenders (GAA) receive an extra $200,000.
    • Top 5 goaltenders (Sav. %) recive an extra $200,000.
  • Retirement is based on a program called FHLStuff created by Daniel Gothe. The program looks at the stats and ice time for older players from the previous season. It then decides whether the player will retire or not. A player aged 33 or 34 may retire early. While other players may play until they're 40.



  • Franchise Player:
    • Limited to one per team.
    • Once they reach the normal UFA eligibility age of 30 their contracts (max 3 years) will be renogiated 5% more than their computed number (or the league maximum, whichever is lower).
    • Franchise players must have played at least two full seasons with their current team.
    • A franchise player is tradeable but would retain current contract and would become UFA after current contract.
    • Teams trading their franchise player would lose ability to rename a new franchise player until the original player retires.
    • Player may be forced into retirement by his team after age 37 allowing the franchise to name a new franchise player.
    • All contract dollars will count towards a team's salary cap.

    An example:
    Forward

    David M. Smith of the Trojans is the teams franchise player and is a 31 year old, 95 OV RW.  The high 
    end of his contract range, and hence his salary will be $4,000,000 * 1.2 * 1.05 = $5,040,000 which
    leads him to make the maximum of $5,000,000.
    
  • Minimum Roster Limits:

    Teams will be required to maintain a 32 person roster (30 before season 11) at all times (with one exception as noted below). The team must enter the season with 32 players under contract. There are minimum numbers of players required at each position, with the team requiring 5 players at each of the three forward positions, 9 defencemen and 3 goaltenders. During the season, a team may drop one player below the minimum roster size for a period of up to 5 days in order to complete a transaction (Note: the trade form will not allow this, so trades must be manually sent in should this be required). If the team is not able to secure an additional player in that time frame the team will be fined $1 million dollars per day.

  • Rookies:

    Players will be considered rookies until they enter a season having played 15 games in the CNFHL, or have been under contract for 3 seasons.

  • Training Camps

    • Training Camps are designed to help teams develop players in different aspects of their game.
    • Camps are divided into three (3) categories: Mental, Physical, and Essentials
    • No player may attend more than two (2) different camps in one season.
    • No team may have more than seven (7) players/prospects participate in training camps in a season.
    • No player may attend the same category of camp more than once per season.
    • The cost of training camps will be paid up front out of your current finances.

    Camps will affect your players ratings based on the effects of the specific training camp as listed below. Camps will also occur only once during the year, the time is tentatively set to be after the draft.

    Power Forward Camp
    Availability: Forwards Only
    Description - Forwards are put through a combination of weight training, puck control, and
    shooting drills. Speeds up a players body development, improves puck handling and shot accuracy.
    Positive Effects: ST +3, PC +3, SC +2
    Negative Effects: PA -2
    
    Offensive Pivot Camp
    Availability: Centers Only
    Description - Teaches centers work at turning the play in the defensive zone, leading the rush, 
    and making better use of their wingers.
    Positive Effects: SP +3, ST +3, PA +2
    Negative Effects: IT -2
    
    Power Skating Camp
    Availability: Forwards & Defense
    Description - Players are put through numerous skating drills to improve their balance, speed, 
    and agility on their skates.
    Positive Effects: SP +3, DU +2, SK +3
    Negative Effects: PC -2
    
    Checking Camp
    Availability: Forward & Defense
    Description - Teaches the players to be a more aggressive physical force in the defensive zone.
    Positive Effects: IT +3, DU +3, DF +2
    Negative Effects: DI -2
    
    Strength and Conditioning Camp
    Availability: Forwards, Defense & Goaltenders
    Description - An intense body development camp where players work with a personal trainer daily
    and hit the gym hard.
    Positive Effects: ST +3, EN +3, DU +3, PC +3
    Negative Effects: SP -2, SK -2
    
    Bruiser Camp
    Availability: Defense Only
    Description - Teaches defencemen crease clearing techniques and enhances their open ice hitting
    abilities.
    Positive Effects: IT +3, ST +3, DF +2
    Negative Effects: PA -2
    
    Goaltending Camp (out of the crease)
    Availability: Goaltenders Only
    Description: - Goaltenders work on their skill outside the crease. Drills involving stick handling
    ability and moving the puck up to defenceman or out of the defensive zone are the bulk of the
    training.
    Positive Effects: ST +2, SK +2, PA +3
    Negative Effects: IT -2
    
    Lateral Movement Camp
    Availability: Goaltenders Only
    Description - Goaltenders face hundreds of shots per day in an effort to improve positioning and
    quickness in the net by forcing the netminder to move from once side of the net to the other.
    Positive Effects: SP +3, DI +2, SK +3
    Negative Effects: PC -2
    
    Category: Essentials
    
    Offensive Forward Camp
    Availability: Forwards Only
    Description - Teaches forwards the offensive aspects of the game. Positioning, shooting ability 
    and spotting open passing lanes is all part of this camp. Numerous shooting drills, passing drills
    and breakout plays are introduced.
    Positive Effects: EN +2, PA +3, SC +3
    Negative Effects: DF -3
    
    Finesse Camp
    Availability: Forwards Only
    Description - Teaches forwards more finesse and puck handling skills.
    Positive Effects: SK +2, PA +3, PC +3
    Negative Effects: ST -2
    
    Two-Way Camp
    Availability: Forwards Only
    Description - Teaches forwards to focus on making correct choices and maintaining assignments
    without compromising anything at either end of the rink.
    Positive Effects: EN +3, DF +2, SC +2
    Negative Effects: SP -2
    
    Defensive Lock Camp
    Availability: Leftwingers Only
    Description - Left wings are indoctrinated on the "left wing lock", which emphasizes defensive
    play.
    Positive Effects: DI +3, SK +2, DF +3
    Negative Effects: DU -2
    
    Sniper Camp
    Availability: Rightwingers Only
    Description - Teaches right wings focus on getting open, crashing the net, and finishing the play.
    Positive Effects: DU +3, PC +3, SC +3

    Defensive Defenceman Camp
    Availability: Defense Only
    Description - Teaches defencemen the defensive aspects of the game.
    Positive Effects: PA +2, PC +3, DF +3

    Description - Teaches defencemen the offensive aspects of the game.
    Positive Effects: SP +2, SK +2, SC +3

    P.P. Quarterback Camp
    Availability: Defense Only
    Description: Defencemen are taught focus on reading the defensive formation, spotting open passing
    lanes and getting the puck on net.

    Goaltending Camp (in the net)
    Availability: Goaltenders Only
    Description - Goaltenders take hundreds of shots per day and work on all aspects of defending the
    net. Glove hand, blocker, stick and pads are all areas worked on to increase your goaltenders
    reflexes and quickness to react to the puck.
    Positive Effects: IT +3, SP +3, PC +2, EX +2
    Negative Effects: PA -3
    
    Stick & Rebound Control Camp
    Availability: Goaltenders Only
    Description - Goaltenders work with puck handling, smothering rebounds, and clearing the puck.
    Positive Effects: ST +2, PA +3, PC +3
    Negative Effects: EN -2
    
    Category: Mental
    
    Defensive Forward Camp
    Availability: Forwards Only
    Description - Teaches forwards the defensive aspects of the game, including positioning and
    anticipating the play.
    Positive Effects: SP +3, DF +3, EX +3
    Negative Effects: SC -2
    
    Enforcer Camp
    Availability: Forwards & Defense
    Category: Mental
    Description - Players are taught to be more aggressive in protecting themselves or more talented
    teammates.
    Positive Effects: IT +3, ST +3, EN +2

    Improved Discipline Camp
    Availability: Forwards & Defense
    Description - Players are trained to alter their offensive and defensive tactics in an effort to
    avoid taking penalties.
    Positive Effects: DU +2, DI +10, LD +2
    Negative Effects: IT -3, EN -2
    
    Intangibles Camp
    Availability: Forwards, Defense & Goaltenders
    Description - Players work on character building exercises designed to bring out a winning
    attitude and enhance their skill set.
    Positive Effects: IT +3, DI +3, EX +5, LD +5
    Negative Effects: EN -2, DU -2
    
    Workload Camp
    Availability: Defense Only
    Description - Defensemen learn to accept more responsibilities, including tougher assignments and
    more ice time.
    Positive Effects: EN +3, DU +3, EX +3
    Negative Effects: PC -2
    
    Starter Camp
    Availability: Goaltenders Only
    Description - Goaltenders work on building the mindset and stamina for the wear and tear of a full
    season.
    Positive Effects: IT +2, EN +4, DU +4, LD +2
    Negative Effects: ST -3
    



    Awards:

    The following prizes are:

    • $100,000 for the winner of each division.
    • $250,000 for the winner of each conference.
    • $500,000 for the winner of the CNFHL Championship.

    There will also be awards voted on by CNFHL GMs. Those awards and prize money are as follows:

    • Power Performer - $50,000
    • Most Gentlemanly - $50,000
    • Rookie of the Year - $75,000
    • Defensive Forward - $50,000
    • Best Defenseman - $100,000
    • Best Forward - $100,000
    • Best Goaltender - $100,000
    • Most Valuable Player - $200,000
    • GM of the Year - $150,000
    • Playoff Most Valuable Player - $250,000



    Draft:

    After each season, there will be a three round rookie draft (increased from two in season 12). The draft order will be determined by the previous season's standings. The last place team will choose first, then the second last, and so on from there. (Historically the CNFHL had a three round draft up until season 6).

    Names:Prospects from the CJHL may be renamed when they are chosen by a team. All player names must consist of at least two names. A first and a last. Middle names or middle initials will be allowed.
    For example: James T. Kirk.

    No NHL player names will be permitted. However, other sports player names or celebrity names will be tolerated.

    • John Stockton - Allowed
    • John Rocker - Allowed
    • John Elway - Allowed
    • John LeClair - Not Allowed

    There will be no duplicate names in the CNFHL. Names sent in that by a GM that already exist, will be changed immediately.




    Waivers:

    Any player who is 24 years old or older (24+), and has played at least 23 games (in the current season) in the CNFHL will be placed on waivers if a team sends him down to the farm team. Players who are 23 years old and younger can be freely sent to the farm club. Once a player is placed on the waiver wire, any team may claim him anytime over the next 48 hours.

    This means a team who wants him BEFORE he goes to your farm team can pick him up. The pick order is displayed on the website under Priority List. If a player is not picked up after 48 hours from when he was placed on the list, he is considered to have passed waivers and still belongs to your team but is now playing on the farm team.

    Remember this rule when you are compiling your lines with the GmEditor, because you will not be warned if you are putting a player (who is 24 yrs old or older (24+) to the minors, he will be put on waivers. The best thing to do if you don't want to place a guy on waivers is to just starch him in your roster and don't send him to the minors.

    If two or more teams claim a player, the team who is the highest according to MY priority list will get the player.

    If a team claims a player, he must be put on the pro roster, otherwise he will be placed on waivers again.

    If a player is not claimed in 48 hours, he will go to the farm team.

    After the regular season is over, a team may send any player to the minor leagues without having to go through the waiver process.

    Claiming a player off waivers: Claming any player off waivers will be automatically assigned to your pro roster!

    Remember to check the waivers link on the site. If there is a player that you are interested in claiming off waivers, send me an email (cnfhl-at-smithdm3.com ) stating that you want to claim the player(s). Remember you will also be responsible for the contract of the player(s).




    Canadian Junior Hockey League (CJHL):

    The CNFHL will contain a Junior League (CJHL) where no teams will be run by GMs. The league consists of many players at the ages of 16-20. The Junior League will not contain players over the age of 21. Players who are 18 years old are eligible for the rookie draft. Once drafted, GMs have a choice of signing the player to a pro contract or keeping them in the junior league for a maximum of two more years. Once a player signs a CNFHL contract, they will not be permitted to return to the CJHL. All CJHL players will not be paid, though a team is charged a fee for each prospect on their roster (this does not count against the salary cap). GM's may only sign players at the beginning of the season.




    Trades:

    Trade negotiations will be held in private. You are allowed to trade draft picks, however only for two years in advance. You cannot stockpile draft picks. Only a maximum of six (3 first round) will be permitted in one draft. You also have to hold on to at least one pick in every rookie draft. Once deliberations are complete, all parties must confirm the trade. They can do this in one of two ways: using the , or sending the confirmation to trade co-ordinator Dave Smith.Note: "Lending" of players will not be tolerated!




    Releasing Players (Buyouts):

    Players can be released at any point during the season. Releasing players may help when making trades and still remain under the salary cap. However, when releasing a player, you must buy out the full remainder of his contract (from your cash balance). Please note the points on maintaining the minimum roster size above.




    Team Promos:



    You are not required to write promos (except for specific actions that take place) but it is highly encouraged. It creates a fun atmosphere among GMs and you may even spark a few rivalries along the way. There will be an incentive to writing promos. Each written promo (75 or more words in length) will receive $25,000!!




    GM Termination:



    All General Managers are subject to termination, for any of the following reasons:

    1. A GM is not participating in league events, such as: making roster changes, voting on league issues, or writing team promos, they may lose their franchise and another GM will then take over.
    2. Any GM using the e-mail community (cnfhl-at-yahoogroups.com) for advertising purposes or personally attacking another GM, may be expelled.
    3. Any CNFHL General Manager may propose that another GM be removed from our league. If this problem arises, a confidential vote will take place. It will take a 3/4 majority, and no less, votes for a GM to be terminated in this fashion.



    Final Rule:

    All teams must be located in Canada. You will have to choose a city/town in Canada.
